Bias valve is located right above the frame rail below the brake booster on the driver side(assuming LHD). Not sure if they go bad, but they are not serviceable or adjustable.

As long as it's not shared with the water pump or alternator you can remove it for as long as you want. On an m30, it has its own belt iirc.

At first I didn't realize how it worked and I couldn't figure out how to open it. Once I figured out that when it spins freely it's locked and when it doesn't spin freely it's unlocked and you just give it a hard turn. So I guess I'll keep it and just have a second set of keys, Or swap all the locks...

OEM Locking Gas Cap

I have a locking gas cap for my car but it's broken. I have a spare one that I want to swap the tumbler with to use with my original key. Has anyone tried to swap them before?

Not really any point for the oils, they're quite stable. Maybe if they were a decade old, but 3yrs with little miles is nothing. The brake fluid is hydroscopic so yes, I would replace it. Coolant I would replace as well.

Here's what my euros look like from the back. It has a screw which you can see here that holds it together. I don't see a spot for yours to accept a screw. It probably didn't work properly for you because you are supposed to sand the top tayer off(gently I might add). That way it can penetrate the leather and then the stuff hardens and re-seals the leather.
