I've heard of dampeners separating, not on BMWs, but I suppose it's possible. So crawl under there and see if it feels tight. Work a big screwdriver in there and try to wiggle it. I'd look to the sending unit rather than the gauge. Ohm it out. IIRC it's supposed to be something like 0-82 depending on the fuel level. A Euro 728 would have a higher compression 2.8 engine, probably 9:1 instead of the 8.3:1 of a US spec 530i. About the same power but a touch less torque. Agreed, the old swashplate compressor is great, smooth, quiet and effective. And yes, the wingcell on my E28 was always rough, noisy and short lived.

Apparently the much newer Sanden compressors are even better, but I've no experience with them personally, just what my E28 friends tell me.

A quick search suggests dielectric grease isn't generally used as a lubricant in the conventional sense. But if synthetic, it might be. I used white lithium grease when I rebuilt mine. It's a relatively light grease, meaning thin, and since the problem is too much friction/stiction, I wanted something light. It should start pretty quick. When I injected my E3, using 530i parts, it would start, very predictably on the 6th compression cycle, or second revolution. I think my E12 528i was the same. What sort of resistance? Remember the fuel pump, thru it's windings, does bridge hot and ground, probably at something like 4 ohms.

Troubleshooting. First step, disconnect both pumps and see what you get then.

I second the idea of using the largest parallel flow condenser. The stock 528i one isn't bad, a definite improvement on the earlier 530i ones, but not as good as parallel flow. No start could be a bunch of different things, generally not expensive as long as the timing belt hasn't broken. eta's are slow, but torquey and the 5 speed helps.
