on my 81 its at the top left of the headlight cover opening, the cover has a flat portion 'missing" where the cable enters and passes right above the headlight adjuster.

I'd be looking at something other than the blower since the problem is the same if fan is off/on/low/high. you could pull the fuse and what happens. Does it happen at rest or only when moving?
