Voltage at the coil?

Should the voltage to the coil be 12 volts with a fully charged battery> I'm getting a reading of 8 volts?. Distributor question: Thee is a spade connector at the bottom of the distributor cap that has two black wires that connect to the condensor and points. Where do these wires go and what is their purpose? Thanks.

I don't have points so not sure what the spade connector is but yes the coil should normally be 8v due to the resistors.

It only gets 12v (from the black and yellow starter lead) when cranking for a strong spark, any other time it's an 8v coil.
