Spark to points not plugs?

So I have new points, good condensor,new rotor and cap. Plugs and plug wires are good.Set point gap at ,014. Turn the key but car does not fire up and no spark to plugs? If I take the cap and rotor off and watch the points I can see the spark there by flicking the points open and closed. Is this odd: when I flick the points open I can here a snap at the combo relay? Is this normal or what's up with that?
