Timing chain tension bolt

Want to replace washer on timing chain tension bolt due to oil leak but am afraid it involves removing upper timing chain cover based on research into this: Upon removing tension bolt the tension spring and ball bearing are under great tension; replacing spring and ball requires adding oil to upper timing area until it oozes out bolt hole. Does this require removing timing cover to add said oil ?
Afraid I’m missing something. Appreciate any help. Thanks
