Cold start valve.....

should run a few seconds even without the injectors working. Correct? So if the fuel pump is pumping and there is fuel to the cold start valve the motor should run briefly provided there is a spark to the plugs.

Yes, once, briefly depending on the temp, only while cranking. Actually it cools off fairly rapidly, but not completely, so after a brief rest it will pump again even more briefly.
