#7 and #9 are coolant lines. They heat the throttle body by circulating coolant to the small chamber underneath the TB. It can't affect your idle, except maybe in cold conditions, prior to full engine warm up, by delaying the warming of the TB and thus having too much fuel condensation on it.

Of course you mean the right side of the motor (passenger) and it's a screw plug/shoulder nut, as T.H. wrote, not a bolt. Make sure the leak is really from that joint and not from the nearby lower chain cover / upper cover / block / head joint which is a common leak area. Get a new cruch ...
