For you electrical minded fellows, a problem I'm looking for advice.
Two problems, not sure they are related, but you never know.
With the key on, I only have 0.5V at the balast resistor, 12V at the battery, the car cranks, no spark through the spark tester set at 25KV.
Where do I trace back to to find the failure?
Another, possibily related, possibily not, issue is that the heater blower fuse is blowing when I just turn the key on, blower switch off. The blower motor does work.
Advice appreciated.

Probably bad ignition switch. The green wire on the resistor should be straight key power.
You can find that wire on the fuse box connector (pull the hood off and back probe) and again under the steering column to measure
